'Shifting goalposts' of PPF levy hits smaller schemes

An exclusive survey by Professional Pensions shows that 72pc of scheme managers were concerned that levy demands varied considerably year on year.

However 17pc of PP's panel of 100 top scheme managers said the unpredictability was not an issue for them, and 3pc said they did not know.

One scheme manager said the unpredictability of PPF levies was particularly acute for smaller schemes - which were less able to pay massively increased demands.

Another manager complained that the PPF had also "shifted the goalposts"� by, among other things, raising the cut-off point for schemes paying the risk-based levy.

He said: "The shifting of the goalposts causes significant uncertainty and undermines the benefits of the actions of employers to improve their PPF funding level."�

This comes a month after the PPF confirmed that schemes must be over 140pc funded to avoid paying the levy - increasing the cut-off from 125pc.

Continued uncertainty over PPF levies was also highlighted by Skanska UK Pension Fund trustee chairman Robert Wallace at the Professional Pensions Show in November - who said that some schemes were facing five or tenfold levy increases.

He said: "This cannot go on. We all need certainty on this."
