That there has only been one ministerial pairing at the Department for Work and Pensions - that of Iain Duncan Smith and Steve Webb - 12 months after the coalition came to power is no bad thing.

Under the previous Labour administration there were 15 ministerial pairings - with nine secretaries of state and 11 pension ministers - leading the formation of pensions policy from 1997 to 2010. ...
